Ghana’s 2020 cannabis law reform marked a departure from absolute prohibition but fell short of full decriminalization as it was limited to a legalizationist framework. This paper uses an abolitionist framework to examine legalization’s socio-political and economic implications. Drawing on comparative analyses with other jurisdictions, particularly Uruguay, the Caribbean and South Africa, the paper advocates for an abolitionist approach centered on the cannabis community’s indigenous knowledge. It also explores legal avenues for Ghana and other African nations to navigate treaty obligations while advancing a policy framework that prioritizes social equity, economic empowerment, and cultural legitimacy
